Request the Department of Transportation or Oahu Metropolitan Planning Organization to work with the City and County of Honolulu's Department of Transportation Services to develop a traffic mitigation plan for the Aiea-Red Hill-Moanalua-Salt Lake congestion area.

Require the mitigation plan to address both current congestion and additional future congestion expected from the proposed Moanalua Hillside Development, which would add 500-1,000 additional vehicles.

Direct agencies to secure timely funding for implementation of the traffic mitigation plan.

Require a joint report on the traffic mitigation plan, including projected costs and implementation timeline, to be submitted to the Legislature no later than 20 days prior to the 2017 Regular Session.

Note that the Halawa Interchange and H-3 merge at Ala Kapuna Street are major bottlenecks with significant annual delays (78,260 and 607,100 hours respectively) that need to be addressed.
