Requests establishment of an Alii Memorial Art Advisory Task Force to be administered by the Hawaii State Foundation on Culture and the Arts.

Task force comprises seven members including the Comptroller, Chairperson of the Board of Land and Natural Resources, Chairperson of the Hawaii State Foundation on Culture and the Arts, Chairperson of the Office of Hawaiian Affairs Board of Trustees, one Senate member, one House member, and one representative from specified Hawaiian organizations.

Directs task force to discuss relocating the Spirit of Liliuokalani statue to a more appropriate royal setting and commissioning permanent artworks commemorating all eight Hawaiian monarchs with traditional kahili and puloulo'u symbols.

Requires task force to submit findings, design recommendations, appropriation amount, and proposed relocation site to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Task force must hold initial meeting by November 1, 2016 and dissolves on June 30, 2018.
