Requests the State Auditor to conduct a fiscal audit of the Campus Center at the University of Hawaii at Hilo covering financial reports, special financial reports, and budgets for the past ten years.

Addresses concerns regarding how student fees are being used for Campus Center services and employee salaries, following the Student Union's request for budget and financial documentation.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convening.

Directs certified copies of the resolution to be transmitted to the Auditor, Board of Regents Chair, University of Hawaii President, UH Hilo Chancellor, and the Student Union President.
