Requests the Department of Education to affirm its commitment to Title IX of the Education Amendment Act of 1972, which prohibits sex discrimination in education programs receiving federal financial assistance.

Directs the Department to increase accessibility to Title IX information, revise grievance procedures to comply with Title IX requirements, and provide comprehensive mechanisms for preventing and resolving sex discrimination complaints.

Requires the Department to increase Title IX staffing and resources, including designating at least one full-time Title IX coordinator dedicated to the role and strengthening institutional infrastructure to address sex discrimination.

Mandates regular training for Department students and employees on Title IX protections, how to identify sexual discrimination including harassment and violence, and how to report violations.

Requests the Department study and report on adding Title IX coordinators to each complex area, including potential duties, job expectations, and costs, with findings due to the Legislature no later than 20 days before the 2017 Regular Session.
