Requests the Legislative Reference Bureau to conduct a survey and evaluation of artist relocation programs operated by state governments and assess potential for creating such a program in Hawaii.

Directs the Legislative Reference Bureau to consult with the State Foundation on Culture and the Arts and the Creative Industries Division of the Department of Business, Economic Development, and Tourism during the study.

References Paducah, Kentucky's 2000 artist relocation program as a national model that revitalized historic neighborhoods through low-cost property offerings and public-private partnerships to support artists and creative industries.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Legislative Reference Bureau Director, State Foundation on Culture and the Arts Executive Director, and Creative Industries Division Administrator.
