Specify that receipts from licensed facilities must document disposal by weight, while receipts from farms or construction sites must include truck load count, material type, site address, authorized agent name, and relevant permit/plan reference numbers.

Direct the State Procurement Office to distribute procedures to all state and county Chief Procurement Officers and environmental management agencies.

Address illegal dumping problems by requiring documentation of proper waste disposal to deter contractors from illegally dumping materials from government construction projects.
