Urges the Department of Land and Natural Resources to preserve and expand pueo (Hawaiian short-eared owl) habitat areas throughout the State.

Requests that DLNR conduct an extensive pueo habitat inventory across Hawaii.

Requires DLNR to submit a report on the pueo habitat inventory, including any proposed legislation, to the Legislature no later than twenty days prior to the 2017 Regular Session.

Identifies pueo as an endangered species on Oahu facing threats from feral cats, dogs, rats, and mongoose, with declining populations especially on the Ewa plain.

Notes that state and private management activities protecting other endangered birds and preserving habitats can benefit pueo populations.
