Requests the Auditor to conduct a feasibility study on creating a structural license board modeled after the Board of Electricians and Plumbers.

Requires the Auditor to consult with stakeholders including the Hawaii Iron Workers Union Local 625, Contractors License Board, Structural Engineers Association of Hawaii, and relevant licensed companies.

Directs the Auditor to include in the report a feasibility determination, suggested amendments to four contractor license classifications (C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding), and recommendations on licensure fees.

Mandates the Auditor submit a draft report to the Legislative Reference Bureau by November 1, 2016, and a final report with proposed legislation amendments to chapter 444, Hawaii Revised Statutes, no later than twenty days before the 2017 Regular Session.

Cites structural steel installation as one of the most dangerous jobs in the United States and argues that current contractor license requirements are insufficient to ensure worker and public safety.
