Urges the University of Hawaii at Manoa to fund and fill the vacant African American Studies faculty tenure line position at the College of Social Sciences.

Notes that the African American Studies position was transferred out of the Department of Ethnic Studies due to position sweeps and budget cuts.

Emphasizes that African Americans are underrepresented among students, faculty, and administrators at the College of Social Sciences and throughout the university.

Requests the University of Hawaii at Manoa to report to the Legislature on the status and plans regarding this matter no later than twenty days before the convening of the Regular Session of 2017.

Directs certified copies of the resolution to be transmitted to the University of Hawaii President, Chancellor, College of Social Sciences Dean, and student organizations including the Ethnic Studies Student Association and Afrocentric Society.
