Requests the Office of the Auditor to conduct a study on whether insurance appraisers and insurance umpires need further regulation in Hawaii to protect consumers.

Directs the study to examine deficiencies in the current statutory framework that may cause consumer confusion about who is authorized to provide these services.

Requires research on how other states regulate insurance appraisers and insurance umpires to inform Hawaii's approach.

Mandates the Office of the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2017 Regular Session.

Requires cooperation between the Office of the Auditor and the Insurance Division of the Department of Commerce and Consumer Affairs on the study.
