Department of Transportation is requested to collaborate with county police departments to create a driver education program and public awareness campaign about vehicular lollygagging and Hawaii's keep-right driving law (section 291C-41(b)).

County police departments are requested to enforce the keep-right driving law by issuing warnings or citations to drivers traveling slower than normal traffic speed in the left lane.

Department of Transportation is requested to submit a report to the Legislature no later than twenty days prior to the Regular Session of 2017 with proposed activities, plans, recommendations, and any proposed legislation regarding vehicular lollygagging and the keep-right law.

Department of Transportation is requested to install additional roadside signage displaying "Slower Traffic Keep Right" or similar language on roadways with high incidents of slow-moving vehicles in the left lane.

Certified copies of the resolution shall be transmitted to the Director of Transportation and police chiefs in Honolulu, Hawaii, Kauai, and Maui counties.
