Urges the Department of Health to plan and establish a response team for vector-borne illnesses including dengue fever, chikungunya, and zika.

Identifies Hawaii's tropical island climate and geographic isolation as creating favorable conditions for mosquito breeding and disease transmission by Aedis aegypti mosquitoes.

Notes that Aedis aegypti mosquitoes were thought extinct in Hawaii since 1949 but were rediscovered at Honolulu International Airport in 2012.

Highlights that the Vector Control Unit experienced significant staffing reductions in 2009, leaving only 4 workers for Oahu, 2 for Maui County, 2 for Hawaii County, and 4 for Kauai County.

Requires the Department of Health, Governor, and Hawaii's congressional delegation to receive copies of the resolution.
