Requests state departments and all Hawaii counties to affirm the principles of the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).

Directs state and county governments to integrate gender equity and human rights principles into operations and budgets, and examine all policies and practices to ensure they are nondiscriminatory and gender-appropriate.

Urges the Department of Human Resources Development and counties to conduct gender analyses by collecting disaggregated data, identifying strategies to eliminate discrimination, and creating action plans with monitoring mechanisms.

Requests collaboration with the Hawaii State Commission on the Status of Women to develop gender analysis guidelines that also examine race, disability, immigration status, sexual orientation, and other demographic characteristics linked to gender.

Requires transmission of the resolution to the Governor, county mayors, county councils, and relevant state and county commissions on the status of women.
