Encourages the Governor to issue a memorandum to Congress, the U.S. Trade Representative's Office, the Department of State, the Executive Office of the President, and TPP members designating Hawaii as headquarters for the Asia-Pacific Economic Cooperation (APEC) and Trans-Pacific Partnership (TPP).

Requests that Congress adopt a resolution supporting Hawaii as TPP headquarters and introduce legislation to the Fast Track Trade Promotion Authority bill to establish the TPP Secretary General position in Honolulu, Hawaii.

Cites Hawaii's advantages as headquarters, including its hosting of the 2011 APEC Summit, previous TPP ministerial meetings in Kona and Maui, proximity to the U.S. Pacific Command, and enhanced security measures.

References the TPP's 12 participating countries as of 2014 and the trade agreement signed on February 4, 2016, with Congress having 90 days to approve or disapprove it.

Directs transmission of certified copies of the resolution to the President, Cabinet secretaries, Hawaii's Congressional delegation, state and local officials, and various international trade and business organizations.
