HI HB1000

Requires the Hawaii Interagency Council for Transit-Oriented Development to include affordable housing as a mandatory component in development or redevelopment plans for all state properties within one-half mile of the Honolulu rail transit system.

Mandates that at least 20 percent of housing units on affected state properties be reserved for residents earning 80 percent or less of the area median income.

Allows the council to waive the affordable housing requirement only if it determines that housing is not feasible or desirable on a particular property.

Adds this affordable housing requirement as a new provision (subsection 6) to the existing strategic planning requirements established by Act 130, Session Laws of Hawaii 2016.

Supports the state's goal of developing 22,500 rental housing units between 2017 and 2026 by leveraging state land ownership along the rail transit line for mixed-use, transit-oriented development.
