Amends section 321-11, Hawaii Revised Statutes, to require the Department of Health to deem occupational therapists licensed under chapter 457G as qualified mental health professionals for purposes of health rules governing hospitals and related facilities.

Amends section 346-14, Hawaii Revised Statutes, to require the Department of Human Services to deem occupational therapists licensed under chapter 457G as qualified mental health professionals for purposes of administering medical assistance programs.

Applies retroactively to not affect rights and duties that matured, penalties incurred, or proceedings begun before the Act's effective date.

Takes effect upon approval.
