Amends Section 571-52 to impose a fine not to exceed $1,000 as determined by the court for any employer violating income withholding requirements for child or spousal support.

Amends Section 571-52.2 to add a fine not to exceed $1,000 as determined by the court for employers who fail to comply with orders of assignment of future income for support obligations.

Amends Section 576E-16 to impose a fine not to exceed $1,000 as determined by the court for any employer violating income withholding requirements under that section or related child support withholding orders.

Maintains existing employer liability for the full amount of sums ordered to be withheld and transmitted but not collected, in addition to the new fine penalties.

Takes effect July 1, 2075.
