Amends section 91-1 of Hawaii Revised Statutes to reorganize and clarify definitions used in administrative procedure law.

Adds "agencies" to the definition of "persons" in section 91-1, allowing state and county agencies to participate in administrative procedures under chapter 91.

Reorders existing definitions of "agency hearing," "contested case," and "party" for clarity without changing their substantive meaning.

Removes obsolete language excluding agencies from the definition of "persons" and consolidates related definitions.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that existed before enactment.
