HB 1034 Summary

• Removes the "membership-based" requirement from the definition of "community-based organization" to allow nonprofit corporations organized by geographic communities, communities of identity, or communities of interest to qualify.

• Reduces the Community-based Economic Development Advisory Council from twelve members to ten members, with the remaining seven appointed by the governor instead of nine.

• Expands grant eligibility to include organizations providing technical assistance to community-based organizations, in addition to community-based businesses and enterprises.

• Updates non-discrimination language to include sexual orientation and disability protections, and broadens coverage to any characteristic protected under applicable federal or state law.

• Adds a new category of eligible grant applicants: organizations providing technical assistance to community-based organizations.

• Effective date: July 1, 2038.
