Expands Chapter 125C of Hawaii Revised Statutes to establish comprehensive energy assurance and fuel security framework, broadening scope from petroleum products alone to all energy resources including electricity, renewables, and alternative fuels.

Authorizes the director of business, economic development, and tourism to conduct systematic analysis of energy resources, assess supply disruptions, develop ecosystem assessments, and establish baseline data on Hawaii's energy systems during shortages or declared states of emergency.

Establishes confidentiality protections for sensitive energy information collected by the state, limiting use to authorized purposes and restricting disclosure to other agencies while maintaining compliance with Hawaii's public records law (Chapter 92F).

Grants governor and director emergency powers during shortages or declared states of emergency to control fuel distribution, implement rationing, suspend environmental standards for substitute fuels, and acquire/analyze energy information from major producers, distributors, transporters, and users.

Requires the department to prepare comprehensive state energy assurance plans (updated as needed rather than biennially) addressing energy emergency preparedness and recovery, replacing previous emergency preparedness planning requirements.
