Amends the definition of "dependent-beneficiary" in Hawaii Revised Statutes chapter 87A to remove the requirement that children must be unmarried and live with the employee-beneficiary.

Excludes children born or legally adopted more than ten months after an employee's death from eligibility, preventing posthumous children of deceased employees or retirees from participating in health benefits plans.

Expands eligible dependents to include married children and children not living with the employee-beneficiary to conform with the federal Patient Protection and Affordable Care Act of 2010.

Maintains coverage for unmarried children of any age with mental or physical incapacities that existed before age nineteen.

Takes effect July 1, 2050, and does not affect rights accrued before the effective date.
