Authorizes the Department of Commerce and Consumer Affairs to issue citations to beauty operators, instructors, beauty shops, beauty schools, and permit holders for specific violations of Hawaii's beauty culture laws and administrative rules.

Establishes seven specific violations subject to citation, including failure to display licenses/permits, unauthorized practice of cosmetology, failure to display price lists, improper identification of instructors and instructor-trainees, inadequate instructor-student ratios, and failure to display required signage about student work.

Sets citation fine at $100 per violation and requires citations to be in writing, describe the violation with specific statute or rule cited, and be served by personal service.

Allows licensees and permittees to contest citations by submitting a written request for a hearing within twenty calendar days; citations become final orders if not timely contested.

Requires payment of assessed fines within thirty calendar days or subjects the licensee or permittee to further disciplinary action by the board; effective July 1, 2017.
