Amends the definition of "child abuse or neglect" to include sex trafficking and severe forms of trafficking in persons, requiring mandatory reporting of known or suspected child victims to the Department of Human Services to comply with federal law.

Adds new definitions for "child," "sex trafficking," and "severe forms of trafficking in persons" referencing federal statute 22 U.S.C. Section 7102.

Changes the terminology for child abuse investigation outcomes from "unsubstantiated" to "not confirmed" reports.

Allows the Department of Human Services to retain records and information from expunged child abuse and neglect reports solely for future risk and safety assessment purposes, in compliance with the federal Child Abuse Prevention and Treatment Act of 2010.

Takes effect on May 29, 2017.
