Appropriates funds from general revenues for fiscal biennium 2017-2019 to cover Hawaii employer-union health benefits trust fund costs and other cost adjustments for legislative officers and employees excluded from collective bargaining.

Allocates $24,802 (FY 2017-2018) and $52,397 (FY 2018-2019) to State Ethics Commission; $60,007 and $126,772 to Office of the Auditor; $79,676 and $168,325 to Office of the Legislative Reference Bureau; $31,330 and $66,189 to Office of the Ombudsman; $207,372 and $438,108 to Senate; and $262,946 and $555,507 to House of Representatives.

Directs that funds appropriated shall be allotted to heads of respective legislative agencies for authorized expenditures.

Requires that costs for any legislative officer or employee paid from federal, special, or other funds shall be paid proportionately from those respective funds rather than general revenues.

Takes effect on July 1, 2017.
