Limits parking meter fee exemptions to drivers with disabilities who cannot operate parking meters due to their physical disability, requiring display of a distinguishing parking permit or decal.

Requires the disability and communication access board to issue a distinguishing parking permit or decal to licensed drivers whose certificate of disability verifies they cannot reach or operate parking meters.

Restricts metered parking fee exemptions to the first 2.5 hours or maximum meter time, whichever is longer, and requires the permit or decal be prominently displayed when parked in a metered space.

Defines "distinguishing parking permit or decal" as a two-sided hanger placard, dashboard document, or decal affixed to a disability permit that indicates the holder is a licensed driver unable to operate parking meters due to disability.

Authorizes the disability and communication access board to adopt rules for issuance, renewal, design, and revocation of distinguishing parking permits or decals, with effectiveness date of July 1, 2090.
