Permits claimants to file temporary disability insurance appeals at any Department of Labor and Industrial Relations office, rather than only at the office in the county where the claimant resides or was employed.

Authorizes service of hearing notices through electronic service, first class mail, or online posting on the department's webpage at least 15 calendar days before the hearing.

Allows appeal hearings to be held in any county statewide, with parties having the right to object and request a hearing in the county where the claimant resides or was employed; failure to object constitutes consent to the hearing location.

Permits parties to appear at hearings in person, by telephone, or by other department-approved communication devices.

Requires referees to issue decisions based on available information when a party fails to appear at a scheduled hearing.
