Allows the Hawaii Labor Relations Board to send hearing notices to parties by electronic service through a board-designated company, in addition to first class mail, maintaining the 15-day advance notice requirement.

Requires the party seeking judicial review of an appeals board decision to pay for preparing the transcript, unless prohibited by law, in which case the appeals board must bear the cost.

Makes the appeals board decision and order final and conclusive unless the director or a party obtains review through circuit court proceedings as provided in state law.

Requires circuit courts to give precedence to appeals board review proceedings over all other civil cases.

Takes effect upon approval.
