Allows holders of mooring permits in state small boat harbors to transfer permits to new vessel owners upon sale of the vessel.

Requires the vessel sale price to be at least the fair market value determined by a state-licensed appraiser, excluding the value of the mooring permit itself.

Imposes a transfer fee of $100 per foot of vessel length overall, payable to the department upon approval of the slip transfer to the new owner.

Permits vessel owners engaged in commercial fishing or other commercial purposes to transfer vessel ownership from personal to corporate or business entity ownership without losing mooring or operating permits.

Effective date: July 1, 2050.
