Expands the stadium authority's powers to include preparing a stadium complex area development plan, acquiring and disposing of real and personal property, and constructing or rehabilitating projects within designated stadium complex areas.

Authorizes the stadium authority to adopt rules requiring developers to dedicate land, facilities, or provide cash payments in lieu thereof as conditions of development, with the greater dedication requirement prevailing if state and county laws differ.

Allows the stadium authority to retain independent private attorneys for contract negotiations when the attorney general lacks sufficient expertise, provided they work with the assigned deputy attorney general.

Permits any state or county agency to provide services to the stadium authority upon request.

Effective date of July 1, 2050.
