Amends Hawaii Revised Statutes Section 291C-131 to exempt vehicles transporting asphalt or other high-temperature loads from requirements to cover their loads during highway transport.

Exemption applies only when the physical characteristics of the load are not susceptible to blowing off or otherwise escaping from the vehicle during transport.

High-temperature loads that may melt or damage tarps or other coverings are specified as qualifying for the exemption.

Maintains all existing penalties for violations of load covering requirements, including fines ranging from $250 to $1,000 depending on violation frequency and suspension of vehicle registration or driver's license.

Takes effect upon approval.
