Makes permanent key provisions of Act 139 (Justice Reinvestment Initiative) relating to pretrial risk assessments, parole, and parole hearings by removing their scheduled repeal date of July 1, 2018.

Adds court-ordered restitution enforceable as a civil judgment to the definition of "debt" recoverable by the state through debt collection mechanisms.

Requires that all bail money deposited by defendants be applied toward payment of court-ordered restitution, fines, or fees in the same criminal case.

Expands victims' access to adult probation records to include defendant's payment compliance records, amounts paid, payment dates, payee information, and remaining unpaid balance without filing fees.
