Adds a budget proviso to Act 119, Session Laws of Hawaii 2015 (as amended by Act 124, Session Laws of Hawaii 2016) to authorize use of the Department of Transportation, Airports Division, Project Adjustment Fund.

Permits the Governor to make supplemental allotments from the project adjustment fund to supplement authorized capital investment cost elements for airports division capital improvement projects when revenue bond-funded appropriations are insufficient.

Prohibits supplemental allotments from the project adjustment fund from increasing the scope of any project.

Requires the Governor to submit a report to the legislature detailing all uses of this authority for the period December 1 through November 30, submitted no later than 30 days before the convening of the 2018 regular legislative session.

Takes effect upon approval.
