HB 1155 Summary

• Restores full procurement authority to the President of the University of Hawaii as chief procurement officer for all procurement contracts, including construction and construction-related professional services.

• Removes the requirement that the State Procurement Office administrator serve as chief procurement officer for University of Hawaii construction contracts and professional services furnished by licensees under chapter 464.

• Eliminates the bifurcated procurement system created by Act 87 (2013) that applied different rules depending on whether procurements involved construction or other goods and services.

• Notes the State Procurement Office's 2016 report concluded the University was conducting construction procurements in a "compliant, efficient and transparent manner" with only minimal recommendations for improvement.

• Takes effect on July 1, 2050.
