Exempts University of Hawaii technology transfer activities from sections 84-12, 84-13, 84-14 to 84-16, and 84-18 of the State Ethics Code, provided activities comply with the Board of Regents' regulatory framework and research compliance program.

Defines "technology transfer activities" as the process of transferring scientific findings from public to private sector for commercial development, including joint ventures, equity allocation, patent protection, and commercialization strategies.

Requires the Board of Regents to submit written reports to the legislature no later than twenty days before each regular session in odd-numbered years regarding its compliance program development and status of technology transfer activities.

Aims to facilitate University of Hawaii's contribution to research commercialization and economic development by clarifying ethics code application to technology transfer while maintaining federal compliance standards.

Takes effect July 1, 2038.
