Requires the City and County of Honolulu to transfer fee simple interest in 14 parcels of land containing public high and intermediate schools to the Department of Land and Natural Resources by December 31, 2018, including Castle High, Kahuku High and Elementary, Kalaheo High, Campbell High, Waianae High, Waipahu High, Aiea High, Leilehua High, Radford High, Waialua High and Intermediate, Farrington High, Kaimuki High, Kaiser High, and Kalani High.

Conveyances occur via quitclaim deed in their existing condition with all claims and liabilities released; transfer excludes submerged land, accreted land, or land makai of the shoreline.

Appropriates $100,000 each for fiscal years 2017-2018 and 2018-2019 to the City and County of Honolulu as a grant-in-aid to prepare, execute, and record the required quitclaim deeds.

Extends the twenty-first century schools pilot program established by Act 155, Session Laws of Hawaii 2013, from a five-year to a ten-year deadline for lease execution (from July 1, 2013).

Effective date is July 1, 2017.
