Establishes no-wake zones at three specified Hawaii beaches where motorized recreational vessels must operate at speeds not exceeding 5 miles per hour and cannot create wake.

Designated no-wake zones include: Kaanapali on Maui (from Hanakaoao beach park to Honokowai beach park), Kailua and Lanikai on Oahu (entire shoreline of Kailua bay from north end of Kailua beach to south end of Lanikai beach), and Kailua-Kona on Hawaii (from Kailua pier to rock point fronting Royal Kona Resort).

Each no-wake zone extends 750 feet seaward from the shoreline.

Purposes include protecting marine ecosystems, preventing shoreline erosion, reducing risk of vessel collisions with recreational and subsistence ocean users, and minimizing harm to marine species from excessive wake and turbulence.

Law does not apply when vessel operation is necessary for protection of public health and safety; takes effect upon approval.
