Establishes a one-year irrigation water conservation best management practices pilot program in Kapolei, Oahu involving the Department of Accounting and General Services, Department of Transportation, and Department of Land and Natural Resources.

Requires implementation of maintenance best management practices including seasonal timing adjustments, lawn aeration, mulch use, drought-tolerant plants, taller grass growth, and nighttime watering schedules.

Requires implementation of new installation best management practices including head-to-head sprinkler coverage, climate-based automatic controllers, flow sensors, drip irrigation, storm water design methods, and qualified irrigation designers.

Mandates each of the three departments to submit a report on pilot program results to the legislature no later than twenty days prior to the 2019 regular session, including any proposed legislation.

Takes effect on July 1, 2050.
