Establishes a cottage food law exempting home-based food producers from Department of Health permitting requirements when selling non-potentially hazardous foods directly to consumers.

Allows cottage food operators to produce and sell items including baked goods, jams, jellies, preserves, and chocolates from home kitchens if annual net earnings are between $5,000 and $50,000.

Requires cottage food operators to register with the Department of Health, complete a food safety online course (renewed every five years), and comply with sanitation, labeling, and food handling standards.

Prohibits sales via internet transactions and requires clear labeling stating the product is "home-produced" and "not produced or packaged in a Department of Health-inspected facility."

Department of Health must adopt implementing rules by December 31, 2017, with the Act effective January 1, 2018.
