Department of Public Safety shall work with the federal Social Security Administration to establish an agreement for processing replacement social security card applications for inmates before release.

Department shall provide Hawaii-born inmates with certified birth certificates and state identification cards or replacement driver licenses upon release, unless inmate already has valid documents or meets specific exemptions.

Department shall assist inmates born outside Hawaii in obtaining birth certificates and photo identification by providing necessary forms and locations of licensing authorities near their release address.

Exemptions apply to inmates with active detainers (unless cancellation likely or incarceration less than 12 months), those released due to compassionate release, those in custody 180 days or less before release, and those with valid documents.

Department shall report annually to legislature on number of inmates released with and without required documents, identify implementation impediments, and provide recommendations for improvement.
