Exempts shooting range operators and users from civil liability and criminal prosecution for noise or noise pollution resulting from range operation in compliance with applicable noise control laws or ordinances established after the range's initial construction or operation date.

Prohibits nuisance actions and court injunctions against shooting ranges based on noise or noise pollution if the range complied with noise control laws or ordinances in effect on or before the range's initial construction or operation date.

Prevents property owners who acquire land adjacent to permanently located shooting ranges from filing nuisance actions to restrain or enjoin range use where the range's nature of use has not substantially changed.

Allows shooting ranges lawfully operated under existing law at the time a new ordinance is enacted to continue operating despite nonconformance with the new ordinance or amendments to existing ordinances.

Establishes that participants in sport shooting accept inherent risks including injuries from noise, projectile discharge, equipment malfunction, and natural terrain variations, while preserving local government authority to regulate shooting range location and construction after the law's effective date of July 1, 2017.
