Adds new procedures to Chapter 89 (Hawaii Labor Relations Board), Chapter 377 (another board), and Chapter 396 (Appeals Board) allowing each board to require the prevailing party to submit proposed findings of fact and conclusions of law after a hearing.

Prevailing party has 14 days to draft proposed findings and conclusions, unless extended by the board, and must obtain opposing parties' approval as to form.

Non-prevailing parties have 7 days after service to object and submit their own proposed findings and conclusions; the board makes final determination on all findings of fact and conclusions of law.

Boards may order any party to submit a draft decision on motions or legal issues within 14 days; opposing parties then have 7 days to submit comments, though failure to comment does not waive appeal rights.

Effective upon approval.
