Establishes the Papahanaumokuakea Marine National Monument Program within the Department of Land and Natural Resources Division of Aquatic Resources to coordinate Hawaii's co-management role of the monument.

Designates the Department of Land and Natural Resources as the lead state agency for co-managing the monument in collaboration with the Office of Hawaiian Affairs as a co-trustee, consistent with federal proclamations and management agreements.

Authorizes the department to issue permits, provide policy recommendations, accept grants and donations, adopt administrative rules, and charge proportional fees for permit issuance and services.

Empowers the Board of Land and Natural Resources to impose administrative penalties for violations of the chapter or any permit conditions issued under the program.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 to implement the program, with an effective date of July 1, 2030.
