Amends Hawaii Revised Statutes Section 501-118 to extend the period during which a mortgagor or other person in interest may challenge foreclosure proceedings affecting registered land.

Allows impeachment of foreclosure proceedings prior to entry of a memorandum on an existing certificate of title, in addition to the existing right to challenge before entry of a new certificate of title.

Maintains existing foreclosure procedures for registered land, including requirements for filing certified judgments or affidavits with the assistant registrar.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
