Establishes the Transit Oriented Development Authority as a public instrumentality within the Department of Business, Economic Development, and Tourism to plan and develop infrastructure at rail transit stations.

Creates five initial transit oriented development districts with half-mile radius boundaries around University of Hawaii West Oahu, Leeward Community College, Aloha Stadium, Kalihi, and Iwilei rail transit stations.

Authorizes the authority to acquire land, develop affordable housing projects on county-owned property, enter into public-private partnerships, and issue bonds for public facility improvements within designated districts.

Requires 20 percent of affordable housing projects to serve households at 100 percent of area median income and 20 percent to serve households at 140 percent of area median income.

Establishes public notice and hearing requirements, including posting development proposals on the authority's website and notifying property owners within 300 feet of projects valued at $250,000 or more.
