Requires the Cancer Research Center of Hawaii to retain all grant funding in its special fund instead of having grants diverted to the University of Hawaii research and training revolving fund.

Designates the cancer research special fund as the sole source of funding for the Center's research, operating expenses, and capital expenditures.

Permits deposits into the cancer research special fund from grant revenues, fees, charges, transfers from other accounts, and interest earned.

Prohibits transfers from the University of Hawaii tuition and fees special fund or general fund into the cancer research special fund.

Effective July 1, 2017, and establishes a requirement for the Cancer Research Center of Hawaii to be financially self-sufficient.
