Amends Section 103D-302, Hawaii Revised Statutes, to require subcontractor and joint contractor listings on construction bids only for projects with a total estimated contract value exceeding an unspecified threshold amount (blank in text).

Allows construction bids that do not include required subcontractor listings to be accepted if acceptance is in the best interest of the State and the subcontractor work value does not exceed an unspecified percentage (blank in text) of the total bid amount.

Aims to reduce bid protests and project delays caused by subcontractor listing errors and licensing disputes by limiting the scope of required subcontractor disclosures.

Effective July 1, 2050.
