H.B. 1231 - Disaster Relief Summary

• Amends section 37-41.5 to allow the Department of Education to retain disaster relief appropriations and reimbursements at fiscal year close without the funds lapsing until June 30 of the first fiscal year of the next biennium.

• Designates disaster relief funds retained by the Department of Education as separate and distinct from the standard five percent carryover funds the department may retain under existing law.

• Amends section 127A-16 to credit federal disaster relief reimbursements directly to the Department of Education when the department expends its own appropriated funds for reimbursable disaster relief purposes, without regard to whether the original appropriation has lapsed.

• Allows federal disaster relief reimbursement funds to carry over in accordance with the carryover provisions established in section 37-41.5(c), ensuring these funds do not lapse to the general fund.

• Effective date: July 1, 2017.
