Appropriates general revenues to the Department of Human Services for fiscal years 2017-2018 and 2018-2019 to continue and improve the coordinated statewide homeless initiative (specific dollar amount not filled in the bill text).

Requires DHS to procure a master contractor to oversee subcontracts for homeless services, with DHS maintaining oversight and management of all expended funds.

Grants the master contractor authority to modify service scope, eligibility criteria, program operations, and select provider agencies while maintaining staffing and operational decisions to maximize efficiency.

Allows the master contractor to retain 15 percent administrative fees from amounts paid under the master contract and requires quarterly reports to the legislature on housing and human services committees.

Exempts subcontracts under this appropriation from compliance with Hawaii Revised Statutes chapters 42F, 103D, and 103F; effective date July 1, 2030.
