Requires all cesspools in Hawaii to be upgraded, converted to septic or aerobic treatment systems, or connected to sewerage systems by January 1, 2050.

Allows the Director of Health to grant exemptions for cesspools where upgrade or conversion is infeasible due to small lot size, steep topography, poor soils, or accessibility issues.

Expands the definition of "qualified cesspool" eligible for tax credits to include cesspools shown to impact drinking water or recreational waters, and those certified appropriate for connection to existing sewer systems.

Requires the Department of Health to investigate statewide cesspools by priority and impact on public health, and to collaborate with the Department of Taxation on feasibility of a grant program for low-income property owners.

Directs the Department of Health to submit findings and recommendations to the Legislature by twenty days before the 2018 regular session.
