Limits liability for volunteers and nonprofit organizations that maintain or repair cemetery grounds in Hawaii to gross negligence or intentional misconduct, except that cemetery property owners remain subject to chapter 441 requirements.

Volunteers may receive reimbursement only for actual authorized expenses and cannot be compensated, with restrictions preventing use of perpetual care funds for reimbursement.

Allows volunteers to perform general maintenance activities including keeping sod or grass in repair and caring for trees and shrubs, but excludes activities related to burials and does not require licensure under chapter 441.

Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop short-term and long-term strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu, and report findings and recommendations to the legislature no later than twenty days before the 2018 regular session.
